Reading between the lines
The European Commission appears to have a very idiosyncratic and unique definition of "partial access". That's how it described the release of documents relating to trade negotiations with tobacco companies, one of which was so heavily redacted that less than 5 per cent of the original text was still legible. It's almost as if the EC aren't interested in transparency and there's something to hide...
