As the brilliant Scarfolk testifies, there is little more terrifying that 1970s public information films - and this one is even more terrifying than most. Enough to scare children off water of any kind, and also give them a phobia of cloaks. I'd imagine the sinister voiceover must have been sampled repeatedly and made appearances on countless records.
